Iowa Hands-Free Law Now in Effect

Iowa’s hands-free driving law takes effect on July 1, 2025. This law prohibits drivers from holding or manually operating any electronic device while driving. Drivers will be allowed to use voice-activated or hands-free features, and a single-touch activation to answer a call is permissible. Law enforcement will initially issue warnings for violations, with fines of $100 starting January 1, 2026.  

Key Provisions of the Law

  • Prohibition: Holding or manually operating any electronic device while driving is illegal. 
  • Hands-Free Use: Voice-activated or hands-free features on devices are permitted. 
  • One-Touch Activation: A single touch to answer a call is allowed.  
  • Exceptions:  Some exceptions exist for Public Safety workers and emergency calls.  
  • Enforcement: Warnings will be issued for the first six months, with fines starting January 1, 2026.  

What Is Considered “Use”?

  • Holding a phone, even at a stoplight. 
  • Typing, scrolling, or swiping on a device. 
  • Entering addresses into GPS manually. 
  • Watching videos or streaming content. 
  • Reading or viewing texts, videos, or social media. 
  • Calling or texting without hands-free or voice activation.  

Employers should update their vehicle safety policy to reflect the new legislation if they do not currently require hands-free phone use. It’s still recommended to initiate calls or GPS navigation before entering the roadway and to utilize features like vent clips or cup holder mounts for secure device placement.
